Samish Neighborhood Association Meeting

November 13, 2014, Community Baptist Church

Meeting called to order by President Hale.

Board members present: Steve Abell, Garey Vodopich, Dick Conoboy, Don Hale, Junga Subedar, Nikki Long, Suneeta Eisenberg

Board members absent: Joe Carpenter, Brian Benjamin, Kevin Probasco, Tom Roehl

Guests: Ayako Komine (WWU student)

Public Comments: none

President’s Announcements: December meeting is cancelled due to holiday conflicts.

Old business:

Meeting minutes from October 9 were approved.

Treasurer’s report: September picnic expense of $134.29 for food & supplies was paid. Two months rent ($10 + $10) for church meeting room paid. Dues ($36) were received. Available balance in checkbook as of Nov 13 is $1,744.25.

Rezone news: Planning Commission public hearing on Area 9 rezone to drop non-retail restriction from Planned Commercial comes up on Nov 20. Public hearing on 801 Samish Way (Church of Christ property) to change residential to commercial non-retail zoning is not scheduled yet. Dick will follow and let us know. While we endorse Pacific Psychology’s intended use of the church property, the non-unanimous consensus of board members present was opposition to this zoning change because of its potential to adversely affect neighborhood character if the psychology group, for whatever reason, is unable to buy and use the property and church building as planned. Also, when viewed in conjunction with the proposed change to Area 9, the 801 rezone may lead to adjacent properties becoming more attractive to commercial developers and start an undesirable march of commercialization along Samish Way east of I-5.

Our March general business meeting is now firmly set for Thursday, March 12, 2015, at the Elk’s Lodge. We’ve been moving our membership toward a uniform annual dues payment schedule, and will use our usual phone bank to call members to invite them to this meeting and remind them that annual dues are due by April 1st.

Tom Roehl has informed us that due to increasing commitments at WWU he does not expect to be able to participate as a board member. We need him to submit a formal letter of resignation, with the provision that if his time becomes freed up we would welcome him back to the board.

New business:

Nikki brought up the idea of having a Bellingham police official talk to us about current crime issues in Samish and overall crime in Bellingham, including describing what measures, both old and new, will be taken going forward to control crime in our neighborhoods. This met with enthusiastic support from the board, and we will try to invite a BPD spokesperson to our March general meeting. Chief Cook might be willing to speak to us about these issues and we will try to get him to attend our March meeting.

Suneeta offered some ideas to provide new services to the neighborhood such as a community garden or a compost area. She also offered to give us a presentation at our January 2015 meeting on things the neighborhood might do for itself to improve home security and safety. This is timely due to the recent occurrence of burglaries in south Bellingham neighborhoods.
